New Delhi, April 5 - Tejendra Khanna, a former union commerce secretary, was Thursday appointed Delhi's lieutenant governor for a second time, replacing B.L. Joshi who would be taking over as Meghalaya governor.

A Rashtrapati Bhawan communique said the two appointments would take effect from the day they take their new charges.

In another gubernatorial appointment, President A.P.J. Abdul Kalam gave Nagaland Governor Katteekal Sankaranarayanan the additional charges as governor of Arunachal Pradesh.

The communique said Sankaranarayanan would assume additional charges for the period of leave of Arunachal Pradesh Governor Shilendra Kumar Singh.

Joshi would be taking over as Meghalaya governor in place of M.M. Jacob.

Khanna returns as Delhi's lieutenant governor after almost a decade. In his last major public assignment, he headed the central government-appointed committee to study the problem of unauthorised constructions in the capital in 2006.

Many of the committee's recommendations have been incorporated in the Master Plan of Delhi 2021.

Khanna, chairman of leading pharma firm Ranbaxy Laboratories Ltd since 1999, will be the second person after Jagmohan to be appointed Delhi's lieutenant governor twice.

He was first appointed to the post in January 1997, immediately after his retirement as commerce secretary, during the United Front regime. He was replaced by Vijai Kapoor in April 1998.
