[RxPG] New Delhi, March 30 - The government has details of family-wise data on the expenditure, including on clothes and diet, and the possessions of 74 percent of India's rural population, spread over 60,000 villages, said union Rural Development Minister Raghuvansh Prasad Singh Friday.
This data include such details as possession of land, its size, the number of landless and land-owning farmers with 50 acres of land and above as well as other details like dwellings, mode of transport and the like.
These and other details have been collected through detailed survey conducted by the rural development ministry to get an exact picture up to the panchayat - level for establishing the exact number of below poverty line families in rural India, the minister explained giving an account of the department's financial performance on the concluding day of the Tenth Five Year Plan.
The ministry's exercise was not conducted to determine the caste composition of the people, but this information could also be culled from the available data, said Singh.
'We have evaluated the rural people right at the panchayat level on a scale of 0 to 4, using 13 parameters,' he said.
Possession of land is one parameter, under which a family not possessing any land is graded at zero. Those with one acre are put at 1. It goes up to four points for those with 50 acres and more.
The ownership of a house is the second parameter. Under this, those living in a jhuggi get a zero, a kutcha house gets one point, a tiled roof gets two points and four points go to a two-storied house and more.
Similarly, those wearing just a loin cloth get zero points on the clothes parameter. A kurta is given one point, a chappal - gets two points and those wearing a coat get four points.
Those surviving merely on sattu - or such other food, get a zero under the food criterion. Roti/rice with salt and chillies get one point and fish and meat get four points, said the minister.
Under the household possessions, those with a few small utensils for cooking get zero, a charpoy - gets one point, a table and chair get two points and so on.
Other criteria include educational qualifications and possession of means of transport, said Singh.
India spent 48 percent more on rural development than the outlay decided for it in the 10th Five Year Plan -, said Singh.
Though the Tenth Five Year Plan period ends on Sunday, financial transactions for this fiscal actually ends Friday since Saturday and Sunday are weekly off days for the government.
On Monday, the 11th Five Year Plan commences.

In the concluding financial year, 2006-07, against the revised budget estimate of Rs.310.21 billion, the government spent Rs.410.88 billion which marked an increase of 32.5 percent, said the minister.
