Top police brass to debate security issues

[RxPG] New Delhi, Nov 21 (IANS) National security, leftwing extremism, security of critical infrastructure, counter-terrorism doctrine and organised crime will be some of the crucial issues to be discussed at a three-day conference of directors general and inspectors general of police beginning here Wednesday.
The annual conference, which has become a regular feature since 1973, will have an added dimension this time around in that police forces will be acquainted with matters concerning security in foreign direct investment (FDI) and management of international borders.
'Crime has taken on different facets in a globalised world and it becomes that much imperative for the police to be up-to-date on these subjects,' said a home ministry official.
The conference provides a forum to the police leadership to discuss various problems faced by the police forces in their day-to-day functioning and work out solutions to such problems through the exchange of ideas and sharing of experience.
Faced with the Supreme Court's directive to implement the much-delayed police reforms by Dec 31 to bring in a new Police Act, the top police brass will also debate a report submitted by former attorney general Soli Sorabjee last month.
The report has called for drastic changes in the 145-year-old Police Act - to introduce a fixed two-year tenure for police officers down the line, from director general of police (DGP) to station house officers, as well as separation of maintenance of law and order from crime investigation duties, among others reforms.
The model Police Act, drafted by the Sorabjee panel, has called for more professionalism in crime investigation functions.
Efforts will also be made through this forum to devise ways and means for galvanising the police forces to meet the ever-increasing challenges of terrorism, insurgency, extremism, espionage and other serious problems of law and order.
