Two bureaucrats named for PM's awards

[RxPG] New Delhi, March 31 - Two serving bureaucrats were Saturday named as the first recipients of the prime minister's awards for excellence in public administration announced last year.

Rajeev Chawla, a secretary in the Karnataka government, received the award for implementing Bhoomi, a computerised land records system for delivery, updating and safe storing of land records, said a press release from the Prime Minister's Office.

The mechanism has enabled citizens to access their land records easily, ensuring transparency in the management of these records. On-line access and creation of an electronic database of land records has done away with the need for manual rewriting and updating of land records.

R.S. Pandey, currently secretary in the central steel ministry, was awarded for his initiative in facilitating participation of the user community in the management of public institutions and services when he was chief secretary in Nagaland.

He conceptualised and implemented the programme to involve user communities in fields like education, health and power.

'The increased attendance and enrolment at schools improved the availability of doctors and increase in the treatment of patients and improved collection of electricity revenues as well as reduced power theft testified to the efficacy of the initiatives taken,' said the release.

The awards will be given away on Civil Services Day April 21.

The awardees were selected through a three-tier process involving a shortlist from the state government that was forwarded to an expert committee chaired by the secretary, ministry of personnel.

This was further vetted by an empowered committee chaired by cabinet secretary B.K. Chaturvedi and other members, including former Comptroller & Auditor General V.K. Shunglu and former editor Suman Dubey,
