[RxPG] Jaipur, May 15 - The Rajasthan government has decided to bring a new private universities act after the earlier one enacted two years ago got into legal hurdles with the University Grants Commission - and the teachers' association having objections to it.

'The draft of the act has already been prepared and is presently under legal scanner. After that it would be sent for cabinet approval,' an education department official told IANS.

Under the earlier Rajasthan Private Universities Act 2005, the government had issued letters of intent to over 15 institutions. But the act could not be implemented due to objections from several quarters.

A college teacher's association leader had filed a petition in the Rajasthan High Court against some provisions of the act due to which the process of establishing private universities in the state came to a halt.

The association wanted to know who would be the owner of the institution's property and infrastructure in case a private university was dissolved.

Teachers have also alleged that the role of chancellors and vice chancellors in private universities was not the same as in government universities as most of the rights were with the private organisation itself.

So in the event of any irregularities, the chancellor would only be able to give suggestions like an observer.

The UGC also had problems with the act. It feels the act has overlooked bodies like the UGC and the All India Council for Technical Education - among others.

After deliberating on the required changes, the government has finally decided to come out with a new act, the official added. The details of the proposed amendments, however, are still not known.
