[RxPG] Shohratgarh/Mehmoodabad -, April 20 - Congress MP Rahul Gandhi, the party's star campaigner in Uttar Pradesh, Friday charged Chief Minister Mulayam Singh Yadav of encouraging unemployment by giving away doles to the educated but jobless youth.

'It is the time to provide jobs to the people, to create employment, not to provide people with these kind of allowances,' said Gandhi, who was on the fifth leg of his whirlwind tour ahead of the fourth phase poll in this part of eastern Uttar Pradesh.

The seven-phased assembly polls that commenced April 7 will conclude May 8.

'The state government was taking pride in giving away unemployment allowance, but is that any solution to the grave problem of unemployment?

'Creating employment is the need of the hour and that can be done only by generating economic activity, not by raising slogans and by making tall promises,' he said.

'We need to think differently; we need to have a modern view, then only we can change things.'

Emphasising that 'the onus of changing the situation lies largely on the youth of the state', he called upon them 'to lead from the front.'

Urging the youth 'to rise, unite and to work for development', he added: 'I am here to work with them to achieve that goal.'

And as if to reassure them, he said: 'I am not here just for the elections, but to join you in the race for development of the state - election or no election, I will be in touch with Uttar Pradesh.'

Addressing a well-attended rally at Mujaina earlier in the day, the Amethi MP came down heavily on the Samajwadi Party government for its failure to work for the development of the state.

'Today, you don't have electricity, water and roads, and to top it all crime and corruption are on the rise in the state. When other states are using the manpower of Uttar Pradesh to develop, I fail to understand why Uttar Pradesh is lagging behind?' was his common refrain at each of the rallies.
