Indian president urged legal, ethical and scientific community to brace for changes in legal system in view of the rapid scientific developments

Dr. Kalam said during the last two hundred years there has been considerable advancement in science and technology. Certain things not considered possible have become a reality. Considering the rapidity of these developments and their impact on mankind and society there is an urgent need to have a re-look at the system in an integrated way of science, law and ethics.

 
[RxPG] The President, Dr. A.P.J. Abdul Kalam has urged legal, ethical and scientific community to work together to draw-up a roadmap for changes that may be needed in the legal system in view of the rapid scientific developments. The President was addressing the Judical Colloquim on Science, Ethics and Law through video conference today which is taking place at the National Judicial Academy in Bhopal. Judges from 18 High Courts of the country are participating.

Dr. Kalam said during the last two hundred years there has been considerable advancement in science and technology. Certain things not considered possible have become a reality. Considering the rapidity of these developments and their impact on mankind and society there is an urgent need to have a re-look at the system in an integrated way of science, law and ethics.

Giving the example of the human genome project the President said, The conflict has to be resolved nationally and internationally. Some typical questions which come to mind are: who is the owner of the results of the human genome projects and the results of the proteomics research? Who should have access to personal genetic information, and how will it be used? Who owns and controls genetic information? How will genetic tests be evaluated and regulated for accuracy, reliability, and utility? He urged the colloquium to discuss these issues and make appropriate suggestions in this regard. The President also mentioned issues such as space laws and cyber laws which could also be discussed by the eminent participants.

In conclusion he said, the Judicial Colloquium was the right forum to discuss the great mission of evolving a legal system in the various phases of the development of the country.
